Rod Hammer

Rod Hammer is a seasoned executive with over 25 years of progressive leadership experience, including more than 19 years in senior executive roles. Known for driving operational excellence, leading high-stakes turnarounds, executing complex mergers & acquisitions, and delivering predictable results on projects ranging from small capital jobs to multi-hundred-million-dollar industrial programs, Rod has built a reputation as a strategic, hands-on leader who turns challenging situations into sustainable success.

Most recently, as Chief Operations Officer of Baker Eastern Industrial (Feb 2024 – Dec 2025), Rod oversaw operations where he collaborated closely with Presidents, EVPs, and General Managers across nine entities, focusing on strategic alignment, leadership development, manpower coordination, internal joint ventures, and customer relationship management while maintaining rigorous attention to safety, productivity, quality, and schedule performance.


Prior to that, as Executive Vice President of Operational Excellence for Baker Construction Enterprises (Nov 2020 – Feb 2024), he established structured review processes for all projects over $5M nationwide, implemented key labor efficiency metrics, led troubled-division turnarounds, conducted post-job review analyses, and actively participated in M&A activities.

 

Rod's career trajectory includes:

  • Vice President roles at Baker Construction Enterprises (2018–2020), where he drove best-practice sharing and operational improvements across the enterprise.
  • President, South Division of Bilfinger Westcon/Tepsco (2013–2017), leading an industrial self-perform contractor across multiple southern states, completing a successful merger and turnaround.
  • Chief Financial Officer positions at Bilfinger Westcon/Tepsco and Duit Holdings, where he managed finance, risk, legal, IT, insurance/bonding optimization, and executed multiple M&A integrations and greenfield startups.
  • Region Vice President & Executive Leadership Team Member at Knife River Corporation (2005–2010), tripling regional earnings through operational restructuring, four completed acquisitions, and strategic development in aggregates, asphalt, rail, and construction.


His broad expertise spans industrial (oil & gas, petrochemical, power, nuclear), commercial, defense, heavy highway, mining/materials, and self-perform general contracting. Rod has extensive experience with project types including lump sum, T&M reimbursable, unit rates, small cap, and large projects, as well as claims, distressed situations, and international work across North America and Europe. Rod started out of college with Ernst & Young as an Auditor for the Big 4 firm.

 

A graduate with a master’s degree from Brigham Young University in Accounting, Rod helped pay for school by working in the field as an equipment operator, laborer, and craft worker—giving him a grounded, practical perspective that informs his executive decision-making to this day.

Misty Odenweller

Misty Odenweller wears many hats, but the most important one to her is Christian. Her faith has guided her as a wife, mother, grandmother, business owner, and as a teacher. Though she started out as a business major, Misty soon found her passion and graduated from Texas A&M University in 1992 with a degree in education. She has taught in public and private elementary schools and has written and aligned curriculum for both. Her background has provided her the understanding that success in the educational system is found in a symbiotic relationship between the home and the school.

During her first term on the Conroe ISD Board of Trustees, Misty has been a tireless advocate for students, parents, and teachers. She has fought to ensure every child receives an excellent education by supporting teachers and empowering them to succeed in the classroom. Misty has led the charge to remove woke ideology from Conroe ISD schools, protecting the innocence of children and keeping instruction focused on academic excellence. Throughout her term, she has championed parental rights, ensuring that parents have a meaningful voice in the decisions that affect their children’s education. Now, Misty is running for re-election to continue this important work.


As a teacher, Misty worked to keep parents informed to provide high-quality education. She believes that success in the classroom begins with the engagement, inclusion, and involvement of parents in the education experience. She understands that collaboration with the parent is the only way for a child to grow as a student. Her drive for teaching was discovered through watching three of her siblings struggle with learning disabilities and carried on when she became the parent of a child with multiple learning disabilities. These experiences motivated her to provide innovative and meaningful lessons that would positively impact each type of student. She incorporated technology and adaptations when applicable to ensure each child’s learning style was accommodated.


Through varying life experiences, Misty brings a unique ability in her analysis of issues and decisions. Her experience as a business owner in the lucrative business of mum making revealed to her that not everything goes according to plan. Business decisions are never cut and dry. She soon found it not only important to understand the financial outcome of each decision, but to analyze the ramifications decisions could place on her outreach and clientele.


The longstanding adage that children are our future is true, which is why Misty wants to preserve the innocence of children and promote education that teaches students to love others, to think deeper, and to live boldly.


Misty lives in Spring with her husband, Keith, and is an outspoken Christian in her community.

Aggie Gambino

Aggie Gambino is a conservative leader, dedicated advocate for students, and proud incumbent trustee serving on the Conroe ISD Board of Trustees since her appointment in January 2026.

A passionate supporter of student-centered education, Aggie believes every decision made by the district should keep students at the forefront while ensuring parents have a strong voice in their children’s education. Her commitment to educational excellence was shaped in part by her family’s personal experience navigating learning challenges within the school system—an experience that deepened her resolve to advocate for all students to receive the support they need to succeed.

 

Professionally, Aggie brings extensive experience in Learning and Organizational Development, Change Management, and strategic leadership. Her career has centered on helping organizations improve performance, develop people, and execute transformational initiatives—experience she now leverages to support strong governance and strategic oversight within Conroe ISD.

 

Aggie is a graduate of the University of Houston–Victoria, where she earned her bachelor’s degree in Business Administration. She has also been actively involved in community service and educational advocacy, including work with the Texas Dyslexia Coalition supporting statewide literacy initiatives.

 

Aggie and her husband, Joseph, have been married for nearly 24 years and reside in Spring, Texas, where they are raising their three daughters.

  • Academic Excellence & Supporting Our Teachers

    We have been raising the bar for every student in Conroe ISD — and we are not done yet. We will continue pushing for higher academic standards, stronger instructional materials, and the resources our teachers need to deliver world-class education in every classroom. We refuse to settle for mediocrity when our children's futures are on the line. Conroe ISD will be a district that sets the standard for academic excellence in Texas — and we are going to make sure of it.

  • Removing Woke Ideology from Our Classrooms

    We are going to keep the radical left's agenda out of Conroe ISD — full stop. We will fight to remove inappropriate materials from our classrooms and make sure our schools stay focused on education, not liberal indoctrination. Our children's futures are too important to let political agendas hijack the classroom. We will never stop standing between our kids and the woke ideology threatening their education.

  • Putting Parents Back in the Driver's Seat

    We believe parents — not bureaucrats — should control what happens in their child's education, and we are going to fight to make that a reality. We will protect parental rights, restore traditional values to our schools, and make sure every mom and dad has a seat at the table. We are going to make Conroe ISD a district that answers to parents first. When we win, families win.
